On November 11, 2025, the University of Internal Affairs initiated and organized a scientific conference and policy discussion titled “Law Enforcement and Children’s Rights: Issues and Solutions” in collaboration with the Christina Noble Children’s Foundation, the Lorinet Foundation, UNICEF, the Embassy of Canada, and the Canada Fund.
The proposals and recommendations arising from the conference were submitted to the relevant government and non-governmental organizations on December 8, 2025.
The recommendations included proposals to improve the legal framework through amendments to the Law on Court Decision Execution Law on Police Service, Civil Code, Family Law, Criminal Code, Criminal Procedure Code, and Law on Violations.
Several recommendations concerning juveniles have since been incorporated into amendments to the laws on Court Decision Execution, Criminal Code, Law on Criminal Procedure, Law on Violations, and Law on Police Service. This demonstrates how scientific research can contribute to public policy and being implemented in practice.
These legislative amendments were adopted on July 3, 2026, and are scheduled to enter into force on November 1, 2026.
